How well should a wood burning fireplace blower work?

• If it is a NEW home the blower should be able to blow air at least two feet from the front of the fireplace. If it has already been lived in it might have the following problem. It should definitely be able to blow the paper more than you are describing. I went on a service call just last week for this same problem except the owners said the blowers electrical was bad. What I found in this situation was the owners had cats and dogs in the house and the blower fans were clogged with hair and lint. After I cleaned them they worked great.
